Global Capacity Building Program

Capacity Building Program targets those who involve in disability service field, mainly government officials of social welfare or health care in the Asia-Pacific region. The program not only offers training but also facilitates open discussion on sharing good practice in regard to policy implementation, service delivery, and sensitization of disability issues. The secretariat aspires to accomplish the Incheon Strategy goals, identifying the recent disability policy and statistics in each state and addressing the possibility as cooperative state, by hosting the capacity building program.

Capacity Building Program for University of Delhi

Activities
The first capacity building program started with 10 students and staff visitors with disability from Delhi University, India in January, 2014. Visiting various disability institutes in South Korea, lectures of Korean current policy and welfare delivery system for people with disability, and experiencing traditional Korean culture were the details of the program. The participants met experts, workers from the social service and welfare service, who shared firsthand experiences and implication drawn from their work and experience the welfare site of Korean people with disability.

Capacity Building Program for Disability Experts from Nepal and Timor-Lester

Activities
Six representatives from Nepali government and CSOs and six representatives from Timor-Leste government and CSOs arrived South Korea for a seven days capacity building program on 25th October, 2014. The program was scheduled with lectures introducing Korean disability policies, national presentation by each participating country, visiting several facilities for persons with disabilities and cultural exchange by experiencing the traditional culture of South Korea. In addition, this program included a meeting with each participating country to have an in-depth discussion for an area of future cooperation. As much as the program helped the participants understand Korean disability policies and implementation, their presentation and the meeting for a country profiling gave the secretariat the picture of the disability situation on Nepal and Timor-Lester. The program stimulated the establishment of cooperative network among participants by discussing disability policies suitable for their national environments.

2015 Asian Pacific Partner State Invitational Workshop

Activities
From August 30 to September 9 in 2015, the secretariat hosted an invitational capacity building workshop targeting 20 government officials and private experts in the disability sector of Philippines and Indonesia. As part of the Incheon strategy project, the capacity building program contained lectures of Korean disability policies and systems, field trips visiting sites to experience the welfare system for the people with disability, and cultural excursions. In specific, the participants involved in activities such as nation status report, workshop, and national discussion to explore the practical development plans – action plans - for the empowerment of people with disability in each state and searched possibility for further cooperation with the secretary.

2016 Capacity Building Program for Disability Experts in the Asian Pacific Region

Activities
The secretariat invited 20 government officials and DPO officials of Myanmar and Sri Lanka for invitational capacity building program at 24th August, 2016. The program was composed of lectures of Korean welfare and service delivery system for persons with disabilities, visiting Korean welfare centre and vocational rehabilitation centre, and cultural excursions. As the program of 2015, the participants of 2016 introduced the status of people with disabilities in relative states by national reports, prepared and presented action plans to promote the empowerment of people with disability and discussed in national assembly.

2017 Capacity Building Program for Disability Experts in the Asian Pacific Region

Activities
The secretariat invited 20 persons (government officers and disability organization workers) from Vietnam and Cambodia from August 27 to September 5 in 2017 for the 2017 Capacity Building Program. The program consisted of the lectures on Korean disability policies and field visits to disability-related organizations. After having two times of workshops, the delegation presented action plans to make the right real of the persons with disabilities in their countries, and sought ways to cooperate with KODDI.

2018 Capacity Building Program for Disability Experts in the Asian Pacific Region

Activities
The 2018 Capacity Building Program for Disability Experts in the Asian Pacific Region was implemented from August 26 to September 4 in Seoul and Gyeonggi-do Province. 20 delegations (government officers and disability organization workers) from Bangladesh and Bhutan participated in this year’s program. The program consisted of lectures on Korean disability policies and field visits to disability-related organizations. Also, participants developed action plans to make the persons with disabilities’ right real in each country, while diagnosing priority problems and drawing solutions for these problems. The Secretariat built the network between Republic of Korea-Bangladesh-Bhutan through this program and seek possibility to be MRR Fund’s cooperation countries.

2019 Capacity Building Program for Disability Experts in the Asian Pacific Region

Activities
The 2019 Capacity Building Program for Disability Experts in the Asian Pacific Region was implemented from June 23rd to July 2nd in Seoul and Gyeonggi-do Province. 16 delegations (government officers and disability organization workers) from Fiji participated in this year’s program. The program consisted of lectures on Korean disability policies and field visits to disability-related organizations. Also, participants developed action plans to make the persons with disabilities’ right real in each country, while diagnosing priority problems and drawing solutions for these problems. The Secretariat built the network between Republic of Korea-Fiji through this program and seek possibility to be MRR Fund’s cooperation countries.

2022 Online Training Course for Disability Experts in Asia and the Pacific Activities

Activities
The Capacity Building Program, which had been temporarily suspended due to the difficulty of overseas invitation due to the spread of COVID-19, was implemented in an online non-face-to-face form in 2022. The 2022 Online Training Course for Disability Experts in Asia and the Pacific was conducted for five days from November 14th to November 18th. This training was conducted for a total of 16 officials and experts from OPDs (Organizations for/of Persons with Disabilities) in Kyrgyzstan and Tajikistan. It has been an effective training program in the COVID-19 era by providing online curriculums including lectures on disability policies in Korea, video tours, action plan workshops.
